The Ukrainian Helsinki Human Rights Union investigated the consequences of a military ammunition depot’s explosion close to Svatove, a town in Luhansk region on October 29th 2015. Most likely, the explosion was caused by improper storage conditions. The explosion left 4 people dead and many wounded. Several residential houses took heavy damage.
The careless storage of ammunition, the close proximity of the depot to residential areas, chaotic evacuation attempts, the lack of bomb shelters and late response from emergencies and firefighters lead to the conclusion that the loss of life and destruciton of civil infrastructure was accepted unscrupulously by the authorities.
