Marieluise Beck, member of the Parliamentary Assembly of the European Counciles, released a report on ongoing crimes against humanity in the self-proclaimed people’s republics of Donetsk and Luhansk, as well as in Crimea.
Since the areas controlled by separatists evade Ukrainian jurisdiction, the institutions put into place instead lack any kind of legitimation or international recognition and, looking at their previous actions, won’t gain it any time soon, the report questions the amnesty clause scheduled in the Minsk agreements. According to the report, the amnesty must not be effective in cases of severe crimes against humanity. Criminal prosecution of the perpetrators must be guaranteed instead. This plea is aimed especially at the Russian government, which undoubtedly holds a strong influence in the separatist controlled areas.
