The International Partnership for Human Rights (IHPR) led an investigation team to Volnovakha, close to DNR-controlled territory, where 12 people were killed and several more were wounded in a rocket attack. The attack was directed at a ukrainian military checkpoint. One of the rockets hit close to a bus, causing the death of 12 civilians.
The investigators come to the conclusion that 60 to 90 Grad-rockets must have been fired from separatist DNR territory. Taking into account all the circumstances of the attack, they assume that the rockets were fired at civilians on purpose and military structures were not their primary target.
