The International Partnership for Human Rights reports about the shelling and attacks on several setllements in the Luhansk region of Eeastern Ukraine during the summer of 2014. Documenting witnesses claims, analyzing satellite images and open source material, they come to the conclusion that armed forces entered Ukrainian territory from across the Russian border, from where artillery shells were fired, too. This should be proof enough to recognize the fightings as an international armed conflict.
